State Programs don't download and just loop in Business Software

I have paid for the Georgia state software in TT Business 2023, but the program doesn't download and simply loops back to the purchase page.  When I try to download it, it says my "software is up to date", but the programs isn't there.  I searched the history on this and others have had the same issue and TT actually issued a utility in 2022 called "Clean States" that supposedly removes State software from the program, but it is specific to 2022 and of no use in 2023.  I have tried uninstalling and reinstalling the whole program (as have others), but have not resolved the issue.  This is a big issue that TT needs to fix and soon.  Any other suggestions??
