Started working in connecicut in feb of 2017 and did not file my tax return in 2018. Do i have to pay a penalty?

It will depend if you had to file a return, are due a refund, or owe taxes. If you had to file and are due a refund, there will be a penalty for not filing a return on time. If you had to file and owe taxes, there will be penalties and interest that will be calculated on a daily basis from when the return was supposed to be filed till it was filed and any taxes due paid in full.
