It sounds like perhaps the IRS database is simply not yet updated with her information. Sometimes there is a lag between the time that the social security number is issued and when it appears in the database that is used to match for e-Filed tax returns.
Unfortunately, there isn't anything that can be done to speed up the process and currently many things are delayed at the IRS due to departmental closures.
When the data cannot be confirmed in the e-File system the only solution is to print the return and file by mail.
If you'd like, since the tax deadline has been extended this year to July 15, 2020 (and the IRS is not currently processing paper returns) you could wait and try again in a few weeks to see if the database has been updated before you mail the return but if you continue to get the error that the name and SSN cannot be matched in the system, the only option is to file by mail this year.
