sold home in Vermont

I live in Georgia and sold a home in Vermont.  The required 2.5% real estate taxes were withheld at closing.  But I did not receive a form RW-171 proving the taxes were withheld.  How do I show in TT (Vermont state return) that I paid .these taxes.  If I say that I did receive the RW-171 and I enter the taxes withheld then TT gives me an error "VT  real estate withholding should not be greater than total Vermont tax withheld.  One may not have anything to do with the other, but I need to know how to fix it.
