Certain health insurance companies do not provide a Form MA 1099-HC, as the federal form (Form 1095-B) is sufficient. They refuse to generate a Form MA 1099-HC; but Turbotax Online refuses to allow e-filing with this field blank.
I know that Turbotax will likely deny this is a problem, as they always deny there is a problem with their software, so I suggest submitting it as an issue to the Taxpayer Advocacy Panel:

There are two issues here:
Does Massachusetts accept either a 1099-HC or a 1099-B as proof of insurance?

The second issue is why TurboTax did not E-file.
