No, something is wrong here.

1. Online filing is "free to start" and is free for simple returns.  You pay to file a more complex return.  It always says that, and you see a warning screen when you upgrade.

2. If you file for free online, your state return is also free.  If you use a paid version online, your state version is $39 and that includes e-filing.

3. If you are using the Desktop version (Deluxe or higher) then you pay up front for the CD or download and that includes one state program for tax preparation.  You can mail your state return for free or e-file it for an additional $20.  But you can't possibly pay the online fees and the $20 state e-filing fee at the same time because they apply to 2 different product lines.

4. The $40 refund transfer fee is if you want to pay your other fees by having them deducted from your refund.  This is because another bank has to get involved.  Refund transfer is (in my opinion) not only over-priced, but dangerous, as it put an extra bank between you and the IRS, which caused huge problems with the stimulus last year.  If you don't want to pay the $40 refund transfer fee, then pay your other fees up front with a credit card.
