Should I have put the county of where I worked in for my locality?

The locality name that's on my return is of where I live. I thought it was supposed to be the county where I worked.

Maybe, but different jurisdictions have different rules on how those things need to be reported.

What state return are you working on?  What city and county did you live in, and what city and county did you work in?  Did you live and work in those places for the whole year?
