If I claim the the Misc Income on the Schedule C do I also list the income in my Personal Income Section on my 1040?

Self Employed Misc Income vs Personal Misc Income

No.  If you enter your 1099-MISC as self-employed business income, it is not necessary to enter it anywhere else on your return.
