Do I have to add my second W2 if my earnings were less than $500 and no federal was taken out?

I worked a seasonal job to pay for Christmas, I made $46k at my normal job.

Yes. All income is reportable. The IRS also receives a copy of your W-2 form and will be looking for its match on your return.
