return of rmd withdrawls under the cares act

I received an automatic rmd withdrawl in November 2020. Under the Cares act I need not have taken this withdrawal so I sent back the money as a rollover in December (<60days). The 1099R still indicated these monies as withdrawn and taxable. How do indicate to the irs on TT that this money was returned to my 403b account? Are federal and state tax withholdings still sent to the IRS on the rollover?
