I am an International Student. I am having a lot of confusion about the taxes. I have received 2 1042S (income codes 20 and 16) and 1099 MISC income reported as other income. There was no tax withheld for which I have received 1099 MISC. My research stipend amount is divided into 1099 MISC and 1042S (income code 16).
I am confused about how to file that because I think I do not need to pay anything, whereas it's showing huge federal and state dues. I think I am doing something wrong here. Any insights will be very helpful.

The code 16 is for scholarship income. Code 20 is compensation for studying/training. All income is reported. When you enter the 1099-MISC, be sure to mark it s not intent to earn money and just for 2023 so that self-employment tax is not attached.
You may eligible to exempt some income under a tax treaty. Please see Resident Alien Claiming a Treaty Exemption for a Scholarship or Fellowship to see if you qualify for the exemption based on a variety of factors.
If you qualify to claim the exemption, you can subtract out the eligible income like this:
1. Miscellaneous Income, 1099-A, 1099-C, Start
2. Scroll to the bottom
3. Other reportable income, Start
4. Other taxable income?
5. Select YES
6. Description Treaty income
7. Amount, enter your negative amount
