I received a MA state refund last year of $1666. I subsequently discovered I had inadvertantly not included some IRA income so filed an amended return resulting in my owing $1101 to MA for state income.
Now, in Turbo Tax, it asks about state refund and I have a 1099-G showing a refund of $1666. Should I adjust that amount since I actually paid $1101 back, thus allowing for only $565 ($1666 - 1101 = $565) of state tax refund.

If you itemized you 2020 deductions, you will include the 1099-G as income in 2021. Because you amended your return and paid additional tax in 2021, you can include it as Other income taxes under Balance on your 2020 state tax paid in 2021. If you itemize in 2021, it will be deducted this year.
