recover license issues with multiple loads on same computer Turbotax 2023 Home and Business

I added an SSD to my computer and tried reloading the OS ( Sequoia) to another partition on the SSD..  

I installed and licensed turbotax on a hard drive partition containing an existing OS.

When I install Turbotax on the newly installed partition, it still wants me to enter a license key (Turbotax Home and Business 2023, 5 license). That seems to want to me to use one more of my 5 licenses.

This is all on the same computer.  That doesn't seem fair.  Is there a solution?
