Received two W2s from two States - one has no federal taxes?

My daughter is a college student in Kentucky but had two paid internships in Ohio. She received two W2s from the employer - one showed state earnings and taxes in Ohio with no federal earnings, and the other showed state earnings and taxes in Kentucky with the full federal earnings. Does she need to file a return for both Kentucky and Ohio?
