Why does it keep saying We are having trouble authorizing your payment?

Trying to pay what I owe with my refund and giving me an issue keeps saying to check my address but everything is correct

Why does it keep saying We are having trouble authorizing your payment?

This error occurs because:

The federal refund is too low to cover fees,
The bank information is incorrect, or
A specific form (like Form 8888) is used.
It may also occur if your billing address doesn't match your return, or
If there is a temporary technical issue with the third-party processor.
