TurboTax doesn't have a quarterly estimated tax calculator. Those vouchers that print out are suggestions for making estimated tax payments for the following year. There is a tool called TaxCaster that allows you to estimate your refund for 2019 based on current figures.

The most accurate way to estimate your quarterly estimated tax payments is by using the IRS publication linked below. There are worksheets on pages 6 and 8 that assist you, as well as vouchers (form-fillable) that you can use if you choose to make your payments by mail. There are other options for making your estimated tax payments, as well.
