Did you make estimated tax payments to GA in 2018? Should you have been making estimated tax payments? In other words, is the underpayment penalty legitimate?
Each state has different income tax rates, so it's the taxpayer's responsibility to acquaint oneself with those rates when your situation changes. If you did, in fact, underpay the taxes due GA, you'll be penalized for that oversight. It doesn't matter if you made tax payments to another state in 2017. GA is concerned only about GA.
So you can enter a 0 in the box that's asking you the question, since you didn't pay GA taxes at all in 2017.
