when you agreed to pay your fees through your federal refund you also agreed to pay from your bank a/c if your refund wasn't received timely.  TT would have sent you emails about the issue before proceeding. contact TT support to see if they'll do anything.

If TurboTax auto-debited your account and that resulted in overdraft fees (non-sufficient funds fees), there is an appeals process for the NSF fees.    You can reach TurboTax Support using the contact form that Hackitoff provided above to get a phone number.    Or you can phone the number displayed in the first paragraph of the FAQ below:
