The ira.gov website has the form I need to finish now, but Turbotax is saying its not available until 2/5.

In short, TurboTax has to receive the form from the IRS.  Once they receive it, the programmers have to assimilate the new form into the programs and make sure they integrate properly.  So there's a little time involved there.  I will say that 2/5 seems a bit long; it doesn't usually take that long.  So check back periodically to see if the form becomes available in TT earlier.
