It depends. Is he a W-2 employee or is he an independent contractor who is paid on a 1099-MISC?
If he is a W-2 employee, tax reform suspended the deduction of employee business expenses. He will not be able to deduct mileage for 2019.
If he is an independent contractor paid on a 1099-MISC, he potentially can deduct his vehicle expenses. You will need to upgrade to TurboTax Self-Employed to do this.
