I'm a Mexican citizen I just moved to US in October 2019 with a TN Visa, before that I was living and working in Mexico, should I to declare my income earned when i was living in Mexico as foreign income?

If you just came to the US in October 2019, you are probably not a resident in 2019. TurbotTax is only for US residents or US citizen. If you fiind you are a resident then you would declare your foreign income and use foreign taxes to help offset double taxation.
Residency for tax purposes is determined either by the substantial presence test. or if you have a green card.
You will be considered a United States resident for tax purposes if you meet the substantial presence test for the calendar year. To meet this test, you must be physically present in the United States (U.S.) on at least:
31 days during the current year,(2019) and
183 days during the 3-year period that includes the current year and the 2 years immediately before that, counting:
All the days you were present in the current year (2019), and
1/3 of the days you were present in the first year before the current year,(2018) and
1/6 of the days you were present in the second year before the current year.(2017)
If your US days using this formula do not add to 183 or more , then you are a nonresident and cannot use TurboTax.
