when completing my online tax return, the program asks for Traditional IRA balances, etc. that existed at the end of 2018.

My wife had "rollover IRA" balances at the end of 2018. 

are those considered the same?   I. E. should we answer "yes" to the question posed (traditional IRA's)?

Yes, a rollover ira is considered a traditional ira and any balance at the end of 2018 should be reported.
