I received my refund from the IRS. Was $849 less then y refund should have been. Accounting for the $240 that Turbo Tax charged, why would my refund be short $609?

 It is not unusual for the IRS to adjust refunds.  It could be any one of a number of reasons. 

 

It could be the result of a tax offset.  If you owe federal or state income taxes your refund will be offset to pay those taxes. If you had other debt such as child support or student loan debt that was submitted for offset, FMS will take as much of your refund as is needed to pay off the debt, and send it to the agency authorized to collect the debt. Any portion of your refund remaining after an offset will be refunded to you.

 

It could  be due to an error or omission (e.g. a 1099 that wasn't reported) on your tax return.  Whatever the reason, the IRS will send you a letter with an explanation.  You could try and call them, but it's very difficult to get through to them lately.
