I can be claimed as a dependent but was not claimed as a dependent on my 2019 taxes, so does this make me ineligible to receive the stimulus, the irs tool doesn't work.

if you CAN BE claimed, you are ineligible for the stimulus.  it doesn't matter that you weren't claimed

question: what will occur in 2020? same thing? you CAN BE claimed?

here are the eligibility rules from  the IRS website:

A1.  You may be eligible to receive a Payment if you:

  • Are a U.S. citizen or U.S. resident alien;
  • Cannot be claimed as a dependent on someone else’s return;
  • Have a Social Security number (SSN) that is valid for employment (valid SSN); and
    • Exception: If either spouse is a member of the U.S. Armed Forces at any time during the taxable year, then only one spouse needs to have a valid SSN
  • Have adjusted gross income below an amount based on your filing status and the number of your qualifying children.

Thank you, I feel confused about the rules of everything so I will ask. If I live on my own in 2020 will that take me out of the realm to be claimed as a dependent?

here are the rules written from your parent's perspective.  if you pass all these rules you ARE a dependent. If you fail to pass any one of these rules you are NOT a dependent.

(and it assumes you are NOT a full time student)

These are the qualifying relative requirements:

  1. The person either (a) must be related to you or (b) must live with you all year as a member of your household.
    2. The person's gross taxable income for the year must be less than $4,200 in 2019.
    3. You must provide more than half of the person's total support for the year.
    4. The person must be a U.S. citizen, U.S. resident alien, U.S. national, or a resident of Canada or Mexico.
