I am not sure if this is TurboTax problem or a new law coming. I entered 2x 1099-MISC values in Income section. When I come back to 'Your 2021 Income Summary', 2021 field is still $0. I removed and re-entered a few times, but no show. Last year's value is still displayed. Is it TurboTax problem? or a new law?

No, there is not a new law. To enter your 1099-MISC in TurboTax follow these steps:
I am fully aware of those steps. I tried the same steps multiple times this morning since I found it out a problem in my return. Also deleted the existing items and re-entered, but nothing changed. Like you see my screenshot, previous year shows the old number, but this year's one is $0. It does not make sense. If there is no new law, then it must be TurboxTax defect, right? Anyone seeing this problem?
In TurboTax Online Premier version, I have entered a IRS Form 1099-MISC with income reported in box 3 not subject to self-employment income. I followed the steps outlined by @Leonard Smith.
Go to Federal / Wages & Income / Your income and I am able to view Income from IRS Form 1099-MISC for both 2020 and 2021.
Then I deleted the entry by clicking the Delete trashcan icon to the right of the IRS Form 1099-MISC at the screen 1099-MISC Summary.
I re-entered a second IRS Form 1099-MISC following the same steps as before.
Go to Federal / Wages & Income / Your income and I am again able to view Income from IRS Form 1099-MISC for both 2020 and 2021.
I was not able to re-create this issue but I do not know all of the answers that you posted when entering the IRS Forms 1099-MISC.
I have the same issue with the Home and Business version of the sofware. I have 3 forms 1099-MISC. They do not appear in the "Your 2021 Income Summary" field.
To clarify, how is the income summary displayed? These might appear as one total or line item on the summary.

See if the total amount of the 1099 MISC is reflected in either Schedule C income, if these were intended to be reported as Self-Employed income or look on Schedule 1, line 8z to see if it was reported as other income.

Schedule C is blank.
I have another amount in Schedule 1 line 8z, not related to forms 1099-MISC.
By the way, I have used the same software for, at least, the last 10 years and I always had multiple forms 1099-MISC and never had any issue before.
entered 1099-misc box 14 income turbo will not display message says may not display due to possibility of double count. turbo will not let me file until i fix the problem do not know what to do????"
