Does the online Quick Employer Forms submit the 1096 form when it submits the 1099-nec's? Or do I need to send that in by mail? Do I need to do something for state as well ?

Does Quick Employer Forms submit the 1096 form when it submits the 1099-nec's?

Yes, Quick Employer Forms submits the equivalent of the Form 1096 when you e-file your forms.  The Form 1096 is the summary you file with your 1099s when you mail in your filing.

Per Quick Employer Forms FAQ:

Do I have to e-file Forms 1096 or W-3?

Form 1096 and W-3 are not required for e-file. Quick Employer Forms only supports e-file with the SSA and IRS. Please do not send any of these forms to the IRS, as this will generate duplicate filings. These forms are simply for your records.

Most states only require a copy of the 1099s if you withhold state income tax, but some require filing all 1099s.
