Cant File my taxes! IRS is shut down and not respoding to any reqests

I cant Efile my return because I need last years AGI! I cant get a transcript because the IRS is pretty much shutdown. Nothing is being mailed out from them. I cant create an online account because their system cannot validate my phone #. I'm the only owner of the cell phone that Ive had for the past almost 20 years with Verizon.

Should I mail them my printed tax return? Someone told me that they are not processing mailed in returns for some time. It feels like I live in some 3rd world county.

What about my NY return? From what I understand, it can only be efiled? So mail in my printed federal return then wait to Efile the state?

And this is posted on the iRS's website.. so much for mailing in my return. The IRS is pretty much non-functional at the present time.. unless you Efile.
