My brother passed away in 2019 and was a resident of Oklahoma for several years. I have liquidated most of investments before the end of the year including California Tax Free CUSIP investments. Do I need to file in California as well as Oklahoma?

Did your brother have no other connection with CA other than these CA tax free investments? If he had no other connection with CA, you need only file an OK state tax return.
It sounds like these are CA exempt interest dividends which would not be taxed on a CA state tax return.
California Franchise Board publication 1001 page 5 states:
"California does not tax dividends paid by a fund attributable to interest received from U.S. obligations or California state or municipal obligations..."
Thank you for the information, but I have another issue.
The OK state return keeps kicking out for the description of the CA tax free CUSIP entries. How do I get past this?
The errors I'm getting are for Type of property sold and OK Location/Federal ID on form 561 Oklahoma Capital Gain Deduction for Residents Filing Form 511.
