Does it matter if I move the pre-tax portion to 401k first or convert the post-tax basis to Roth? I am guessing no as long as I can finish both by the end of the year, but want to hear your thoughts.
It generally doesn't matter which you do first. Some people choose to move the pre-tax portion to the 401(k) first to make sure that the 401(k) will accept the rollover before converting the remainder.

A Form 1099-R reporting a direct rollover from the IRA to the 401(k) must have code G and have the IRA/SEP/SIMPLE box marked. (The rollover could also be done indirectly if the 401(k) will accept it, reported with code 1 or code 7 depending only your age, but the plan is more likely to accept a direct rollover.)
