Hi! do i need to fill out 1095-a on my return for my dependant college student son over age 24, he made less than $4000, I have employer insurance.

Is your name on the 1095-A? Then no, you do not have to add this form to your return. Your son needs to file (to recover his withholding and to reconcile the premium tax credit) and to add the 1095-A to his return.
you may still be able to claim your son as a qualifying relative (dependent)
Qualifying Relative and eligible to be claimed as a dependent the rules are:
if he can be claimed by you then on his own return he must mark that he can be claimed as a dependent
if he is your dependent the 1095-A reporting goes on your return.
