Program seems to be stuck on installation

I'm trying to install the Deluxe Fed/State version, and it seems to be stuck in the middle of the installation. It hasn't even asked for the license code yet. Just getting the 4 spinning blue circles that combine into 1 circle and then separate, over and over again. I'm running Windows 10.
