Poor Communications by Supplier

If TT knew this was an issue (i.e MSVCP140.dll and VCRUNTIME140.dll setup errors) why was it not communicated in the CD packaging? I have purchased a 2nd CD and returned the 1st believing either a corrupt disk was at play or something within the CPU programming was deficient. This is not acceptable under any standards.
