I'm living abroad so I have to send paper mail to IRS.
It will arrive on July 15th or 16th, 17th as a shipping company expects.
My concern is if it will cause any problem or penalty.

The tax filing deadline is met if the tax return is mailed before midnight on July 15, 2020. If you are getting a refund, there is no deadline for filing your return.
As another answer says, there will be no late-filing penalty if you are getting a refund.
But if you owe money, and have access to the internet, the best thing to do is go to the IRS website, and request an extension. Click on the "Make a payment" button, and select "Extension". It's very easy, and the IRS will then leave you alone for six months.
