Our school is under a 501c3, parents need to bring in $500 via purchases through school fundraising or do a $700 buy-out. Can the $700 buy-out be deducted as a donation?

the $700 buy-out goes to the PTC or PTA to be used for classroom supplies, field trips, etc.

Yes, donations to the school can be reported on your tax return.

Since you only paid, and did not receive any fund raiser merchandise, you can report the entire amount.
