On my form IL 1040 I hava value on line 31 that I want o replicate on line 39 but software wont fill line 39

Do you want to apply your refund to next year?   Go through the IL state interview and at the end, and go through the estimated taxes for 2024 section.  You will get the following screen, but it is at the end of the Estimated Taxes for Next Year interview.    The amount you enter there will go to Line 39.
