On my 1099-INT from my institution, block 17 (state tax withheld) it is blank. How do I submit this even if institution said there is nothing in block 17?

enter the 1099-int leaving the state info blank. the interest income should carry into the state return.  interest income is generally only taxable in the state in which you reside though the bank itself may be in another  state
