suggest you contact etrade, sometimes they can help with download problems.

Same issue today! Mine was on Safari. Direct login worked.

I use MFA multi factor authentication on ETrade, turning MFA off allowed me to import into TurboTax

Don't forget to re-enable MFA after import!
