New York State refund from 2020 not loading correctly into 2021 return

When starting a new return for 2021, I imported my 2020 TurboTax file.  But - for some reason, the amount of my NY State refund loads with a different amount than the 2020 return....by $250 LESS.  My estimated payments for 2021 do not account for this difference (in case somehow NY reduced the refund amount by taking our an estimated payment).  I know I can correct the amount for the 2021 return, but I'd like to understand why the imported amount is different.  In previous years, I could count on the imported amounts being accurate.

Please clarify. Did you change any information on your 2020 income tax return after the returns were accepted by the IRS and NY? Are you using TurboTax Online or CD\Download?
