In a previous year, I had a net operating loss for my rental property. As at the time, I was unaware of the rules around NOLs, I did not include a statement in my return waiving my 2-year carryback period. I have also missed the 6-month period in which I could amend my tax return to include this waiver. Furthermore, according to the guidance, I must file my form 1045 for the NOL carryback within the year of the occurred loss which I have not been able to do.
Now that these time periods have passed, am I no longer able to carry this NOL forward or back?
If I am able to carry them back or forward, how?

You stated "In a previous year" but did not mention which one. Obviously, except for certain farming losses, you can only carry NOLs arising from tax years ending after 2017 to a later year (forward). Otherwise, you missed the filing deadlines.
You needed to file Form 1045 within one year after the end of the year in which your NOL occurred.
