My turbo tax debit card

I filed my 2019 tax return but never received my debit card. I did have a repayment debt that took my tax refund. I am trying to figure out why I didn't receive my debit card? Also where the card would have been sent to? Lastly how do I go about getting a replacement card to receive my 2020 stimulus check?
