If your husband passed away in 2016, you can still file a joint return with him for 2016.  If you are not the Executor of his estate, you will need the permission of the Executor to file that joint return.  If you do this, be sure to indicate in his Personal Information section interview in TT that he passed away (there is a specific question about this) so that TT can make the appropriate notation on the return.
