My husband has income from 2 states on his W2 one states as a non resident do we have to file 2 separate times?

If he paid taxes in his Non-Resident state on income earned there, he can file a non-resident state return to report the income earned/tax paid there.

 

Prepare this return before his Resident State return.  Your Resident State taxes all of your income, but gives a credit for Tax Paid to Other States.
