My husband has become totally disabled and is blind. He depends on me for his every need. We have a joint bank account. Can I claim him as a dependant?

A spouse is never a dependent.  By filing a joint tax return (even though he might have no or little income) you pay the lowest overall income tax.  Be sure to check on his personal information in Turbotax that he is blind, as there is a small increase to your standard deduction.
