My Form 7004 has "Do Not File" & "Form Not Final" on it. Why is this?

Very few, if any, forms for the 2019 tax year have been finalized at this point.

Form 7004 was revised in December of 2018, 2017, 2016, and earlier years so it appears Intuit is waiting for any revisions the IRS might make to the form for 2019.

It's too early to file a 2019 Form 7004 because a business tax year beginning in 2019 has not yet ended and the IRS has not yet published the 2019 form.  If you need to file Form 7004 for a business tax return for a fiscal year beginning in 2018 you should be using 2018 Form 7004 in 2018 TurboTax Business, not 2019 Form 7004 and not 2019 TurboTax.
