My amended report keeps saying "needs review" for my reason... why?

I am trying to amend my report and it keeps saying my "reason" to explain to the IRS needs review. I have changed it several times but it hasn't been approved yet.

At this late date, you will have to mail your 1040-X.

If you are satisfied with the Part III explanation, print the Form 1040-X.
