You'll have to clarify - did TurboTax charge you a fee? Or did the IRS? Or a third party bank?
Whichever way it went if your payment was actually dishonored then there probably isn't much that anyone can do. The IRS definitely doesn't have a credit available for any rejected payment fees.
If you feel like the fee was charged by TurboTax in error then you can contact TurboTax customer service. Here is where you do that.
