you can enter the state ID from the w-2 as long as the UC is from the same state. in truth I don't know why TT asks for it. it is not required and is not transmitted as part of the return.
If the 1099-G form doesn't have the state identification number, use the Form 1099-G Payers Tax Identification Number (TIN).
