Multiple W2s with different box 18 amounts, different box 19 amounts but the same box 20 locality name

This is a very weird situation and I don't know what to do:

An employer paid for relocation from one state to another.  That has generated a total of 4 W2s:

  1. One for the departure state
  2. Three for the arrival state
    1. The first for the arrival state has box 16, 17, 18 and 19 values with a locality name
    2. The second for the arrival state has no box 16 or 17 values with different box 18 and 19 values but the same box 20 locality name
    3. The third for the arrival state has no box 16 or 17 values with another set of different box 18 and 19 values with the same box 20 locality name
  3. TurboTax generates an error message
  4. The values cannot be combined in the submitted return because the data will not match the W2s submitted to the IRS or the arrival state
  5. The employer has not provided any assistance or direction

What can we do and where can we get accurate information?

Q. What can we do and where can we get accurate information?

A. You already did the main thing, you contacted your employer.

What you do depends, on your situation, including what state you are in, whether the is box 20 locality is a city, county, school district or something else and whether  you are required to file a local income tax return.

Typically, you only file a local income tax return if you live in that locality.  If you only work in that city, your employer usually withholds the correct amount of tax and you are done.

Otherwise, you review you pay stub info, particularly the year end statement and try to get a handle on it. You may have to go to a local tax pro.

Thank you, Hal.

On further review, the three arrival state W-2s have a box 14 statement:  Fed W-2 data is on separate W-2.  The first of the arrival state W-2 forms also has a box 14 unemployment insurance withholding amount and is the only one to have arrival state box 16, 17, 18, 19 & 20 data.  The other two arrival state W-2s only have box 19 & 20 data.

If I understand this correctly, that means the extra two W-2s are local tax related only and may require local specialist assistance.  This creates new questions:

  1. Should they be entered into TurboTax at all?
  2. How should box 14 on the first arrival state W-2 be entered into TurboTax?
  3. Do I have to manually enter the Fed tax data into the arrival state W-2 form or does TurboTax automatically populate those fields?

I look forward to receiving any additional information on how to get my federal and two state tax returns filed using TurboTax.
