MN 2023 state return

I have a MN state return that keeps saying a cannot e-file since turbotax does not support Form S2210.  The program calculates the underpayment penalty for MN but insists that it does not have that form.  It doesn't make any sense to me because on the Federal tax return, I did not have an underpayment penalty.  Is this a glitch in the turbotax program or what is happening here? Thanks!
