Mistake made with Detroit City withholding

I need to amend the amount that was withheld for the City of Detroit. When I go to amend this through turbotax, it is very unclear how to do this. With the page labeled "Confirm or Enter Previous Refund or Tax Paid" it automatically has the original withholding amount. Do I input the new withholding amount, or do I input the difference between the original and the new total? When I just put in the new total withholdings, it said I have a large refund coming, which I know is untrue.

How do I put in the true amount that was withheld for the 2023 tax year?
